3.0 COMMUNICATIONS

3.1 Public Comment Period: This time is set aside for citizens to address the City Council on matters listed on the Consent Calendar as well as other items not included on the regular agenda. If your comments concern an item noted on the regular agenda, please address the Council after that item is open for public comments. Pursuant to the Brown Act (Govt. Code Section 54950 et seq), Action or Council Discussion cannot be taken on matters not on the agenda other than to receive comments. Those matters will customarily be referred to the City Manager's Office. Each speaker is allocated three (3) minutes to speak. Speakers may not cede their time. Comments should be limited to matters within the jurisdiction of the City. Persons wishing to address the Council must fill out a Speaker Request Form prior to the beginning of the meeting. Forms are available from the City Clerk, 1650 Stanton Drive, Shasta Lake or at the back of the meeting hall. If you have documents to present to the members of the Council to review, please provide a minimum of seven copies.

4.0 CONSENT CALENDAR

4.1 Approval of the minutes of the regular meeting of July 7, 2009.

4.2 Resolution authorizing participation with the County of Shasta in applications for grants under the California Oil Recycling Enhancement Act and other Household Hazardous Waste grants under the California Integrated Waste Management Act.

4.3 Resolution accepting completed improvements within Unit 6 of the Windsor Estates Subdivision and approving a one-year maintenance bond in the amount of $10,000.

7.1 Discussion and possible action to approve a Resolution approving the schematic design of the Law Enforcement Center/City Council Chambers project.

7.2 Discussion and possible action ratifying Sheriff’s Captain Jerry Shearman as the City’s Abatement Hearing Officer.

7.3 Discussion and possible action to approve a Resolution adopting the 2009 Bicycle Transportation Plan.                 Exhibit- Bike Plan

7.4 A Shasta Lake Resolution supporting the display of the National Motto “In God We Trust” in the City Council Chambers in a prominent location along with the City Seal.

7.5 Discussion and possible action approving a restructuring in the Electric Department.

7.6 Shasta Lake Resolution finding a severe fiscal hardship will exist if additional City Property Tax Funds are seized and additional unfunded mandates are adopted by the State of California.

7.7 Discussion concerning City Employee Hourly Pay Rates.

The Chair reserves the right to limit the duration of each speaker to three minutes.

3.1 Approval of the minutes for the regular meeting of July 7, 2009.

4.0 NEW BUSINESS

4.1 Discussion and possible action to approve a Resolution approving the schematic design of the Law Enforcement Center/City Council Chambers project.

4.2 Discussion and possible action on Resolution approving the use of Redevelopment Agency Funds to construct the street improvement 2009 and street improvement 2010 projects along with any associated infrastructure improvements.

5.0 ADJOURNMENT

Committee and Commission Meetings:

City Council/ Redevelopment Agency Meetings 1st and 3rd Tuesday at 7:00 p.m. Parks and Recreation Advisory Commission 4th Wednesday at 7:00 p.m. in January, March, May, July, September, and November Planning Commission 3rd Thursday at 7:00 p.m.

All City Council Meetings are televised on Channel 11 the following Wednesday at 8:30 p.m. and Friday at 2:00 p.m.
